What if you cornered him? And went on an on about some semi-meaningless something or other. You have enough force of will to keep him from interrupting. If you could get him good, then evry time you saw him with a victim, you could just wander over and start talking at him. He might get the hint. Or at least stop doing it whenever you were anywhere in the vicinity.
