They couldn't find anything with sonar and whatnot in the loch. I think it's pretty obvious--while they were searching, Nessie disguised himself as an American tourist and snuck off to Lake Champlain when they weren't looking.
That's the thing about aquatic monsters--they're sneaky, verrry sneaky.
